Rulemaking

Implementing SB 141 requires clear, consistent rules to guide how the law is carried out across Oregon. As a result, there are many components of the bill that call for ODE to develop and propose administrative rules for adoption by the State Board of Education (SBE). The sections of SB 141 that require rulemaking are as follows:

  • Expanded District Definition Metrics / Targets (Sections 3 & 4)
  • Additional Local Metrics (Sections 3 & 4)
  • Comparison District Targets (Sections 3 & 4)
  • Statewide Targets (Sections 3 & 4)
  • Meeting / Not Meeting Targets (Sections 5-8)
  • Continuum of Supports (Sections 6-9)
  • Interim Tests (Sections 24 & 25)
  • Repeal Publisher Fees (Section 27)
  • Complaint Process & Timelines for Parents/Guardians (Section 29)
  • Establish & Enforce Standards Under Division 22 and 24 (Sections 29-33)
