Implementing SB 141 requires clear, consistent rules to guide how the law is carried out across Oregon. As a result, there are many components of the bill that call for ODE to develop and propose administrative rules for adoption by the State Board of Education (SBE).

- Complaint Process & Timelines for Parents/Guardians (Section 29)
- Establish & Enforce Standards Under Division 22 and 24 (Sections 29-33)
