Wheatridge Wind Energy Facility is an approved wind energy generation facility consisting of up to 292 turbines with a peak generating capacity of up to 500 megawatts, to be located on approximately 13,097 acres.
Under Review/Approved: The facility has not yet been built. Construction must begin by May 24, 2020 and must be completed by May 24, 2023. On May 18, 2018, the Department received an amendment determination request (ADR), a preliminary request for amendment (pRFA), and a Type B review ADR pursuant to Oregon Administrative Rule 345-027-0057(5). The ADR requests Department review of the following modifications: a proposed differing turbine model option with increased blade length, hub height, rotor diameter and total turbine height; and two battery storage systems (20 and 30 megawatts) and consideration of the certificate holder’s conclusion that an amendment is not required under OAR 345-027-0055(1)(a). On June 8, 2018, the Department notified the certificate holder that a site certificate amendment is required for the above described proposed facility modifications and that the pRFA is incomplete. The Department requires additional information from the certificate holder before it can find the pRFA complete. Following the Department’s completeness determination, a complete version of the RFA will be posted to the website. A public comment period will be initiated following the issuance of the Department's Draft Proposed Order (date TBD). The certificate holder also requested that the Department re-evaluate its Type A review determination issued on April 25, 2018 based on the information contained in the amendment request; the Department previously determined Type A review to be the appropriate review process based on the ADR submitted on April 6, 2018 (provided in link below). On June 14, 2018, the Department again determined Type A review to be the appropriate review process based on review of pRFA2 submitted on May 18, 2018 (provided in link below).
The Wheatridge West turbine group would be located entirely within Morrow County, approximately seven miles northwest of Heppner. The Wheatridge East turbine group would be located approximately 16 miles northeast of Heppner and will span Morrow County and Umatilla County. PDF Map
