Wheatridge Wind Energy Facility is an approved wind energy generation facility consisting of up to 292 turbines with a peak generating capacity of up to 500 megawatts, to be located on approximately 13,097 acres.
Under Review/Approved: The facility has not yet been built. Construction must begin by May 24, 2020 and must be completed by May 24, 2023.
On July 1, 2019, the Department received a complete Request for Amendment 4 (RFA4) of the Wheatridge Wind Energy Facility site certificate. RFA4 seeks approval to amend the site boundary from 13,097 to 14,624 acres; increase individual megawatts (MW) of previously approved but not yet constructed wind turbines from 2.5 to 2.8 MW; and construct and operate the following: a 150-MW photovoltaic solar energy system; 41 distributed energy storage system sites; and expansion of a previously approved substation site from 5 to 10 acres. Type A review will be maintained for RFA4.
On July 25, 2019, the Department issued its Draft Proposed Order on Request for Amendment 4 and its Notice of Draft Proposed Order, initiating a 45-day public comment period from July 25 through September 9, 2019. The Council conducted a public hearing on the draft proposed order on August 22, 2019, and reviewed the draft proposed order on September 27, 2019 following the close of the public record. On October 4, 2019, the Department issued its Proposed Order on Request for Amendment 4, and Notice of Proposed Order, which are available for review below. On the same day, ODOE issued a Notice of the Opportunity to Request a Contested Case to all persons who commented on the record of the public hearing of the DPO. Only those individuals or organizations that provided oral comment at the August 22, 2019 public hearing on the DPO or submitted a written comment to ODOE during the comment period of the DPO between July 25, 2019 and the close of the public comment period on September 9, 2019 are eligible to request a contested case proceeding on the Proposed Order.
The Wheatridge West turbine group would be located entirely within Morrow County, approximately seven miles northwest of Heppner. The Wheatridge East turbine group would be located approximately 16 miles northeast of Heppner and will span Morrow County and Umatilla County. PDF Map
