Wheatridge Renewable Energy Facility II (WREF II) is a 550 megawatt (MW) wind and solar energy generation facility, including up to 117 wind turbines and up to 900 acres of photovoltaic solar energy components, to be located within a site boundary containing approximately 12,432 acres.
Under Review/Construction: On October 12, 2020, the Department received a complete Request for Amendment 1 of the Wheatridge Renewable Energy Facility II site certificate requesting Council approval to split the approved facility components and site boundary into three facilities, each with its own site certificate. The facilities would include WREFII, Wheatridge Renewable Energy Facility III (WREFIII) and Wheatridge Renewable Energy Facility East (WREFE). WREFII would include 200 MW of wind generating components within Morrow County; WREFIII would include 150 MW of solar facility components in Morrow County; and, WREFE would include 200 MW of wind generating components in Umatilla County. The certificate holder for WREFII would remain as Wheatridge Wind II, LLC; the certificate holders for WREFIII and WREFE would be wholly, owned subsidiaries of NextEra Energy Resources, the current parent company of WREFII. The amendment request seeks Council approval of Wheatridge Solar Energy Center, LLC as the WREFIII certificate holder and Wheatridge East, LLC as the WREFE certificate holder.


Request for Amendment 1 includes a Type B Amendment Determination Request (Type B Review ADR); the Department issued a determination concurring with the certificate holder that Type B Review is justified. 

On November 18, 2020, the Department issued a Proposed Order on Request for Amendment 1 and a Notice of Proposed Order. Council review of the Proposed Order will occur on November 19, 2020. Under Type B Review, there is not an opportunity to request a contested case proceeding. 

Construction of the facility commenced on January 15, 2020, which will consist of 200 MW of wind energy generating equipment (80 wind turbines) in Morrow County. Construction of solar facility components must begin by November 22, 2022 and must be completed by November 22, 2025.

Please note that on May 22, 2020, the Energy Facility Siting Council approved Request for Amendment 5 of the Wheatridge Wind Energy Facility site certificate, which created two new energy facilities: Wheatridge Renewable Energy Facility I and Wheatridge Renewable Energy Facility II. ​WREFII will be located approximately 16 miles northeast of Heppner in Morrow County, and is approved to include facility components in both Morrow County and Umatilla County. PDF Map​ I Online Map​
