Well Springs Solar Project is a proposed 750-megawatt (MW) solar photovoltaic power generation facility, with related or supporting facilities including a 500 MW battery energy storage system. The proposed site includes approximately 7,365 acres (11.5 sq. mi.) of privately owned land zoned Exclusive Farm Use in Morrow County.

Withdrawn. On December 22, 2025, the Oregon Department of Energy (Department) received a Notice of Intent (NOI) to file an Application for a Site Certificate (ASC) for Well Springs Solar Project (proposed facility).

On March 19, 2026, Well Springs Solar LLC (applicant) submitted a letter withdrawing the NOI from consideration and informing the Department that the applicant intends to pursue local permitting as allowed under HB 4031.

Because the NOI is no longer under consideration, work on the Project Order and the previously noticed Public Comment Period are terminated effective immediately.​
