Guidelines for Eliminating Discrimination

The Vocational Education Program Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex and Disability is a federal law that established the Methods of Administration (MOA) program. The purpose of Oregon’s MOA program is to ensure students have equal access to secondary and postsecondary programs and activities regardless of race, color, national origin, sex, sexual orientation, gender identity, marital status, religion, age, or disability.

These guidelines explain the civil rights responsibilities of recipients of federal funds with two consecutive career-related classes. They derive from and provide guidance supplementary to:
