With the passage of the Every Student Succeeds Act (ESSA) in 2015, rigorous academic standards are required for all students in America. Having approved and enacted the Common Core State Standards (CCSS) as comprehensive, modern, rigorous academic standards for all students in 2010, Oregon is well situated for implementation of ESSA. The CCSS set the same expectations for all students, including those with disabilities who are eligible for and receive special education services under IDEA.
Meeting the Needs of Students with Disabilities
ODE recently reaffirmed its commitment to "an excellent, well-rounded education [for] every student, regardless…of disability" (p. 10) in its
Consolidated State Plan Under the ESSA. With the support of ODE and its educational partners, local education agencies must expect students with disabilities to excel within the general curriculum and provide the supports needed to assist them in meeting high expectations. Students with disabilities are deserving of the same opportunities for all students, and must be supported to start strong, transition successfully, graduate college- and career-ready, and experience outstanding customer service throughout that process. Implemented thoughtfully, with appropriate special education supports designed through the IEP process, the CCSS holds the key to helping students with disabilities meet that promise.
