Homeland Security Grant Program (HSGP)

The Homeland Security Grant Program (HSGP) is a Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) grant program. Oregon currently receives funding under two HSGP programs: The State Homeland Security Program (SHSP) and the Urban Area Security Initiative (UASI). Together, these grants fund a range of activities designed to prepare for, respond to, and recover from acts of terrorism.

FY25 Update

The 2025 SHSP grant cycle has closed for project submission. OEM and the SHSP Grant Review Committee has completed their project reviews and will be submitting our funding recommendations to FEMA for their final approval.

OEM has no information on the timing for FEMA’s review, but will notify applicants as soon as the funding recommendations have been finalized.

We appreciate the fantastic projects submitted for consideration for the FY25 SHSP.

SHSP FY26

While we wait for the 2026 Notice of Funding Opportunity (NOFO) to be released, we encourage all Oregon Counties and Tribes to work with their local partners to identify project that will prevent, prepare for, respond to, and recover from acts of terrorism. Projects submitted under SHSP must have a nexus with terrorism as well as reflect the capability needs established in your annual capability assessment.

To strengthen our preparedness and abilities to prevent an act of terrorism, OEM encourages all Counties and Tribes to:
  • Create and adopt a Homeland Security Anti-Terrorism Strategy (ATS)
  • Establish a local multi-disciplinary anti-terrorism steering committee.
  • Complete a physical security vulnerability assessment of their critical infrastructure and public gathering spaces.
  • Review the Oregon Homeland Security Strategy
