A wind power generation facility with a peak generating capacity of approximately 98.4 megawatts consisting of 40 wind turbines, with a maximum blade tip height of 453.8 feet, and located within a site boundary of 6,404 acres. | Operating. The certificate holder is currently repowering 36 wind turbines, expected to be complete by Q4 2025.
On November 21, 2025, the certificate holder submitted an Amendment Determination Request (ADR) pursuant to OAR 345-027-0357 requesting a written determination from the Oregon Department of Energy on whether a proposed change necessitates review through the site certificate amendment process. The proposed change includes a tax equity, sale-leaseback transaction with certificate holder and a national financial institution (“Bank”) under which the Bank would acquire legal title to certain facility equipment as personal property and simultaneously lease the same equipment back to the certificate holder under a long-term lease (the “leaseback”). On December 22, 2025, the Department issued a written determination, provided in the Timeline below, concurring that the proposed changes do not necessitate review through the Council’s site certificate amendment process. The Department’s determination will be announced at the January 15, 2026 Council meeting.

On
June 21, 2013, the Energy Facility Siting Council approved Request for
Amendment 2 of the Leaning Juniper Wind Power facility site certificate, which
authorized allocation of previously approved facility components into two
original site certificates for the Leaning Juniper IIA Wind Power Facility and
the Leaning Juniper IIB Wind Power Facility.
