The English Learner Outcomes Program

In 2015, the Oregon Legislature passed House Bill 3499 a landmark law that established new requirements to improve outcomes for students designated as English learners. The legislation called for:

  1. An annual report on the progress of English learners and how state funds are used to support them;
  2. A statewide plan to support English learners;
  3. An English Learner Advisory Group to inform policy and practice;
  4. The identification of districts that are not adequately meeting the needs of English learners and require targeted assistance.

​The English Learner Outcomes Program (ELOP) is a district accountability initiative designed to ensure that districts are effectively serving students designated as English learners.

How Does ELOP Work?

The Oregon Department of Education (ODE) identifies districts in need of support and partners with them for a four-year period. During this time, ODE provides:
  • Technical assistance
  • Coaching
  • Grant support
If a district does not show progress toward improvement benchmarks during this period, it enters directed funding status. In this phase, ODE sets specific requirements for how state funds for English learners must be used. Districts may remain in directed funding status for up to three years.

To ensure equitable access to resources, districts with fewer than 20 students are served through our Education Service Districts​ (ESD) program.​​
