Shepherds Flat Central is a wind energy facility with 116 turbines and a maximum generating capacity of 290 megawatts, located within a site boundary of approximately 11,769 acres.
Under Review/Operating. On October 25, 2019, the Council approved a second amended site certificate, authorizing the certificate holder to lower the minimum above ground blade tip clearance for two wind turbines from 25 to 21.5 meters based on proposed operations and maintenance demonstration activity that would replace wind turbine blades and modify nacelles.

n October 7, 2019, the Department received a Request for Amendment 3 to the Shepherds Flat Central site certificate (RFA3). RFA3 seeks approval for wind turbine upgrades that would include replacing the wind turbine blades and modifications to the nacelles. The upgrades would require Condition 26 to be amended, lowering the minimum aboveground wind turbine blade tip clearance from 25 to 21.5 meters for 114 of the 116 turbines (two turbines are being assessed as part of the ongoing Request for Amendment 2). On October 23, 2019, the Department determined the RFA3 justifies review under the Type B amendment review process.
