The purpose of Title I, Part A is to provide all children significant opportunity to receive a fair, equitable, and high-quality education and help ensure that all children meet challenging academic standards. As outlined in the Every Student Succeeds Act (ESSA) Title I-A funded schools may implement one of two approaches: 1) a School-wide Program or 2) a Targeted Assistance Program.
Districts are encouraged, but not required, to use Oregon's Title I-A Schoolwide Planning Template (see below) which meets all the criteria in this document. For districts that choose to use their own template, this document serves as a review tool to ensure all required plan components are included.
Districts may find the ESSA Quick Reference Brief on Developing Schoolwide Plans to be a helpful resource in developing their schoolwide plans.

Schools that adopt CEP are reimbursed using a formula based on the percentage of students who are normally certified for free school meals without an application, such as students who participate in the Supplemental Nutrition Assistance Program, Foster, Migrant Education, or McKinney-Vento eligible students.
