What Is Special Education General Supervision?
General Supervision is the framework required under the Individuals with Disabilities Education Act (IDEA) that ensures states monitor, support, and enforce compliance with special education law for children from birth to 21. In Oregon, this system is designed to confirm that students with disabilities receive a free appropriate public education (FAPE), that districts meet legal requirements, and that identified issues are corrected in a timely and sustainable way.

What Is Oregon EDPlan?
Oregon EDPlan is the Oregon Department of Education’s technology system for carrying out monitoring, corrective action, and data dashboards for the statewide special education General Supervision system. Oregon EDPlan supports General Supervision for school-age special education and for Early Intervention and Early Childhood Special Education (EI/ECSE), recognizing the distinct systems, timelines, and data sources that apply. It integrates IDEA-required monitoring, compliance review, corrective action, and data analysis into a single platform, replacing several legacy processes and systems.

Oregon EDPlan does not create new legal requirements. Instead, it replaces the previous
Systems Performance Review & Improvement (SPR&I), OneDrive, and Excel Workbooks and modernizes how existing IDEA requirements are implemented and monitored in Oregon.
Public Consulting Group (PCG) is ODE’s contractor serving as an authorized representative to provide the technology and hosting services in a SaaS based delivery.
How Does Oregon EDPlan Work?
Oregon EDPlan brings together monitoring activities, data dashboards, and follow-up actions that were previously housed in separate tools and processes. Districts and EI/ECSE Service Areas interact with Oregon EDPlan as part of their regular General Supervision responsibilities, including monitoring participation, documentation review, and corrective action planning, when applicable.

Oregon EDPlan is being implemented in phases to allow districts, vendors, and ODE to prepare, test, and adjust processes. Key milestones include vendor readiness, district testing periods, and staged monitoring implementation.
Timelines are communicated in advance and account for vendor availability, district capacity, and statewide coordination needs.

Oregon EDPlan relies on student demographic data to support file review monitoring functions under IDEA. The student data interconnection allows required data to be shared securely and automatically, reducing manual reporting while improving accuracy and consistency.
Oregon EDPlan Data Integration Support
The toolkit below provides the information needed for school age LEAs to support successful data integration between a Student Information System and EDPlan. It includes helpful information such as an overview of the goals for data integration, a check list of the steps that need to be taken, and how to get help.
Vendor Support for the Required Interconnection
ODE has coordinated with statewide Student Information System (SIS) vendors to develop repeatable, automated extracts or interconnections that districts can use to meet this requirement. This approach is designed to minimize district burden while ensuring data used in Oregon EDPlan is current and reliable.

The required student demographic information data sharing will occur on behalf of EI/ECSE programs by ecWeb. Programs do not need to complete any activities to meet this requirement.
ODE recognizes that the data used in Oregon EDPlan includes student information protected under the Family Educational Rights and Privacy Act (FERPA). ODE has taken specific steps to ensure that data accessed and used through Oregon EDPlan is handled securely, responsibly, and in compliance with all applicable federal and state requirements.
Oregon EDPlan Security Provisions
Solution Controls
Annual SOC 2 Type II Audit
- PCG will annually contract with a third-party auditor to conduct a review of 4 Trust Service Criteria – Security, Availability, Confidentiality, and Privacy. A security audit report will be provided to ODE within 30 days.
Annual NIST 800-53 Security Controls Examination
- PCG will conduct an annual NIST 800-53 based security controls examination by an independent auditor. PCG will provide examination results to ODE upon request.
State of Oregon System Security Plan Compliance
- Annual review/updates and compliance with standards and NIST 800-171 controls in the System Security Plan and review by Enterprise Information Systems Cyber Security Services.
Permission Control & Management
- All user access (End User & Administrators) will authenticate via ODE’s Central Login environment and comply with session andpassword controls in Statewide Standard IA-5 Authenticator Management. In addition, District Security Administrators will manage user access adds/change/deletion activity for solution.
Data Security
- Data in transit and at rest is encrypted with at minimum AES-256.
Personnel Controls
Background Checks
- For personnel with direct access to Level 3 data, PCG will work through an ODE managed process to perform fingerprint-based background checks. Background of each personnel is reviewed by ODE staff and a list of PCG personnel with direct access is maintained.
- All PCG personnel without direct access to Level 3 data receive a criminal background check managed by PCG.

Contract Alignment Summary
- The contract affirms that data created or stored in the solution remains Agency property.
- Contractor is restricted to using data solely for contractually defined services.
- Disclosure to third parties is prohibited unless explicitly authorized or legally required.
- The contract mandates encryption, secure hosting, and compliance with NIST SP 800-53 standards.
- Contractor must notify the State within 24 hours of any data breach or security incident.
- Contractor must support audits, provide access to logs, and maintain a security risk plan.

Authorized Representative and Oversight
ODE has executed an authorized representative agreement that establishes clear requirements for how data is accessed, used, stored, and protected for IDEA General Supervision purposes. This agreement ensures that:
- Data accessed through Oregon EDPlan is used solely to carry out ODE’s IDEA General Supervision responsibilities, including monitoring, compliance determinations, corrective action planning, and required reporting.
- Individuals and entities supporting Oregon EDPlan operate under ODE’s direct authority and are subject to FERPA and other applicable privacy and security requirements.
- Data sharing through Oregon EDPlan does not expand the scope of data collected beyond what IDEA already requires, nor does it change district responsibilities for submitting required information.

Roles and Responsibilities
- ODE oversees and administers Oregon EDPlan as part of its IDEA General Supervision responsibilities.
- School Districts and EI/ECSE Programs participate in monitoring activities and provide required data already mandated under IDEA Parts B & C.
- Public Consulting Group provides the secure, FERPA compliant Software as a Service (SaaS) Oregon EDPlan solution to ODE and acts as ODE’s authorized representative.
- WestEd is a technical assistance provider that advises on the modernization of the general supervision processes to ensure they are grounded in federal requirements and positive impact for students.
