Guidelines for Eliminating Discrimination

The Vocational Education Program Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex and Disability is a federal law that established the Methods of Administration (MOA) program. The purpose of Oregon’s MOA program is to ensure students have equal access to secondary and postsecondary programs and activities regardless of age, citizenship status, color, disability, gender identity, immigration status, marital status, national origin, race, religion, sex, or sexual orientation.

These guidelines explain the civil rights responsibilities of recipients of federal funds with two consecutive career-related classes. They derive from and provide guidance supplementary to:

Title VI of the Civil Rights Act of 1964 (34 CFR Part 100),
Title IX of the Education Amendments of 1972 (34 CFR Part 106),
Section 504 of the Rehabilitation Act of 1973 (34 CFR Part 104),
Title II of the Americans with Disabilities Act (28 CFR Part 35).
