Infant formula distributors

WIC authorized vendors are required to order infant formula from approved sources. See the list below for manufacturers and distributors who are currently approved.

If you don't see your source listed, complete and submit the form below to the Oregon WIC program.

Minimum stock requirements

Oregon WIC grocery vendors must always have the required minimum stock of WIC foods. Pharmacies are not subject to these Minimum Stock Requirements (Word) English | Spanish. The WIC Food List has more information about WIC approved foods. It also covers restrictions on brands and flavors.

  • WIC foods must be on the shelf or in an area of the store accessible to shoppers to count as minimum stock.
  • Keeping infant formula in a locked case or at the customer service counter is OK. Post a sign on the formula shelf directing shoppers where to find the formula.
  • Pharmacies must attempt to obtain any WIC formula issued to a WIC participant within 72 hours as requested by a WIC shopper.
  • Not all WIC approved food categories have minimum stock requirements.
  • If a WIC food isn’t selling, stores may apply for a stock exception 6 months after becoming a WIC vendor. Email WIC.VendorServices@odhsoha.oregon.gov to apply for a stock exception.

Vendor peer group descriptions

WIC programs are required to organize authorized vendors into peer groups to ensure vendors are paid fairly based on competitive pricing. Peer groups are used to calculate the maximum amount that WIC can reimburse a vendor (Not-To-Exceed amount or NTE) for each UPC.

Vendor rules and regulations

To ensure compliance with vendor rules and regulations, WIC programs must monitor at least 5% of authorized vendors each year. State WIC staff regularly monitor vendors through store reviews and site visits. These reviews may be carried out openly, with staff engaging directly with cashiers and managers, or they may be conducted through unannounced secret shopper visits.

All authorized vendors must follow federal and state rules that govern the WIC Program as well as the terms of the Vendor Agreement:
