About stormwater permits

Stormwater runoff from land and impervious areas such as paved streets, parking lots, and building rooftops during rainfall and snow events often contain pollutants that could adversely affect water quality. National Pollutant Discharge Elimination System permits are required for stormwater discharges to surface waters from construction and industrial activities and municipalities if stormwater from rain or snow melt leaves your site through a "point source" and reaches surface waters either directly or through storm drainage.  A point source is a natural or human-made conveyance of water through such things as pipes, culverts, ditches, catch basins, or any other type of channel.

Fees

The fees for stormwater general permit applications are $2,815, which includes:

  • The $1,388 application fee
  • The $1,427 first annual fee

Both the application and first annual fee must be included with the application materials. An annual fee will be assessed each year coverage is maintained.

  • The exception is small lot 1200-C registrations, which have a one-time cost of $406.
  • If you are applying for a construction stormwater registration and an Environmental Managment Plan or Active Chemical Treatment System plan review is required as part of the application materials, an additional plan review fee of $871 may be assessed.
  • The fee to transfer permit coverage or change the name of a permit registrant is $135.
