ODE’s driving credentials are a tiered system, granting permissions up to and including the level of training provided. For example, a type 20 certificate requires more training than a type 10, and allows the bearer to operate both type 10 and type 20 vehicles.

Note that a temporary school bus driver approval allows the driver to operate a school bus only.

Type 10

 

 

 

  

• Type 10 Training Manual
  A resource to familiarize drivers and driver candidates with Oregon's requirements for Type 10 vehicle operation.  All candidates should be made familiar with the contents of this manual prior to serving as a Type 10 driver.
  

• Type 10 Knowledge Test
  Used to document a driver's knowledge of applicable regulations, and for retention in the driver's training file.  Recommended for all drivers, and required for any Type 10 driver who transports a student from home to school (or back again).
  

• 581-2277 - Type 10 Skills Test
  Offered as a standardized format to document a Type 10 driver's skill and fitness for driving.  A drive test and a knowledge test must be documented and retained if a driver performs home-to-school transportation service for a student enrolled in an Oregon school.

  Used to request approval of a new Type 10 driver who meets the qualifications in rule.

Type 20

 

 

• Type 20 Training Manual
  A resource to familiarize drivers and driver candidates with Oregon's requirements for Type 20 vehicle operation.  All candidates should be made familiar with the contents of this manual prior to serving as a Type 20 driver.

Type 21

 

 

 

A school activity vehicle that transports more than 20 passengers and meets school bus construction standards must be operated by a certified school bus driver.

Special Pupil Activity Bus (SPAB)

Special Pupil Activity Bus (SPAB) is the term used for a private charter bus used for pupil transportation, usually applied to a chartered motorcoach.  Use of SPAB vehicles must be within the bounds of Oregon Administrative Rule, only by ODE-approved carriers providing ODE-certified drivers.

  Application for carrier must include documentation of OAR requirements, including: 
• completed carrier application 
  
• a copy of FMCSA SAFER insurance information 
  
• safety rating documentation (from USDOT, PTSP, or DOD)
  
• level 1 or 5 safety inspection report from CVSA with decal numbers
  
• documentation of compliance with federal drug/alcohol testing requirements
  
• driver logs for the past 6 months as requested by ODE
  
• list of SPAB vehicles by license plate to be used in pupil transportation

  Any driver who transports pupils in a SPAB must carry a current valid certificate issued by ODE.
