Electronic Reporting for Water Quality Permits

For several years, National Pollutant Discharge Elimination System, or NPDES, individual permit holders have been submitting discharge monitor report data electronically through the U.S. Environmental Protection Agency's NetDMR program, while NPDES general permit registrants, WPCF individual permit holders, and WPCF general permit registrants submit their DMRs on paper to the Oregon Department of Environmental Quality.

New for 2025 and 2026: Reporting in Your DEQ Online

All water quality permit holders will start reporting DMRs or annual reports in Your DEQ Online on a rolling schedule. The start date for DMR and annual report submissions in Your DEQ Online depends on your permit type:

  • General permits with monthly or quarterly reporting: October 2025
  • General permits with annual reporting: January to May 2026
  • Individual WPCF permits: July 2026
  • Individual NPDES permits: November 2026

Below is a detailed transition schedule for each group of permits. Note that individual NPDES permit holders will continue to use NetDMR until October 2026.

  • 100 J – NPDES Cooling Water
  • 300 J – NPDES Fish Hatcheries
  • 400 J – NPDES Log Ponds
  • 900 J – NPDES Seafood Processing
  • 1300 – NPDES Oil and Water Separators
  • 1500 A – NPDES Petroleum Hydrocarbon Cleanup
  • 1700 A – NPDES Wash Water
  • 2000 J – NPDES Irrigation Systems

Timeline for submitting DMRs in Your DEQ Online:

  • July 2025: DEQ sends permittees DMR reporting information and instructions by email.
  • August–September 2025: DEQ hosts live webinars demonstrating how to find and complete DMRs in Your DEQ Online.
  • Oct. 15, 2025: The DMR for the monitoring period ending on Sept. 30, 2025, is due in Your DEQ Online.

DMR Reporting in Your DEQ Online for the 300-J Fish Hatcheries General Permit
Learn how to find and complete 300-J permit DMRs, how to revise DMRs you have already submitted, and where to get help if you need it. This session specifically focuses on fish hatchery DMRs.​

  • 500 J – NPDES Boiler Blowdown
  • 1700 B – WPCF Wash Water
  • 1900 – NPDES Geothermal Heat Exchange

  • 2402 – WPCF Tier 2 Graywater Reuse and Disposal Systems
  • 2501 – NPDES Seasonal Irrigation

  • November 2025: DEQ sends permittees DMR or annual report information and instructions by email
  • December 2025: DEQ hosts a live webinar demonstrating how to find and complete DMRs and annual reports in Your DEQ Online
  • January 2026: The DMR or annual report is due in Your DEQ Online on Jan. 15, 2026

  • July 2026: DEQ sends permittees DMR reporting information and instructions by email
  • August–September 2026: DEQ hosts live webinars demonstrating how to find and complete DMRs in Your DEQ Online
  • Oct. 15, 2026: The DMR for the monitoring period ending on Sept. 30, 2026, is due in NetDMR. This will be the last DMR submittal in NetDMR
  • Nov. 15, 2026: The DMR for the monitoring period ending Oct. 31, 2026, is due in Your DEQ Online
  • All subsequent DMR submittals will be made in Your DEQ Online. You will still be able to revise past submittals in NetDMR after the transition to reporting in Your DEQ Online



Individual NPDES permit holders will continue to report DMR data in NetDMR until the September or third quarter DMR due in October 2026. Below is registration information for new users who need to submit DMRs for their facility prior to the transition to reporting individual NPDES permit DMRs in Your DEQ Online in November.

DEQ uses EPA's NetDMR, an electronic, web-based reporting tool for NPDES permit data. NetDMR requires a computer, an Internet browser and high-speed access to the Internet (i.e., DSL, fiber optic).

EPA's Electronic Reporting Rule modernizes reporting for municipalities, industries and other facilities that hold NPDES permits. The rule requires NPDES permit holders to report information electronically instead of filing written paper reports. The rule does not change what information is required, it only changes the method by which information is provided. 

DEQ may grant a waiver that allows a permitted facility to submit physical reports to meet requirements of its NPDES permit.
