The State Board of Education has officially adopted Statewide Performance Growth Targets (PGTs), establishing ambitious, measurable goals to improve outcomes for students across Oregon.

Adopted as part of Senate Bill 141, the Education Accountability Act, the targets set statewide expectations for student success by the 2029-30 school year across seven key measures. Together, they provide a shared roadmap for Oregon’s K-12 system and a framework for accountability, continuous improvement, and student-centered action.

Achieving these four-year targets would represent significant progress across all measures and position Oregon among the top-performing states nationally. Through the PGTs, Oregon is building a system that uses data not simply to measure outcomes, but to guide action, strengthen supports, and improve opportunities for every student.

Local Performance Growth Targets

While the state is responsible for establishing statewide goals and measuring overall progress, at the same time, school districts and charter schools will develop their own Local Performance Growth Targets (Local PGTs) based on local data, priorities, and context.

While Local PGTs will vary across communities, they will all align to the same statewide measures of student success. This approach recognizes that districts begin from different starting points while ensuring that all parts of the system are working toward shared statewide goals.

Success under this model is collective. Oregon will achieve its statewide targets only if districts and charter schools achieve meaningful progress toward their local targets. Together, Local PGTs are designed to contribute to long-term statewide improvement in student outcomes.
