Oregon Comprehensive Literacy State Development Grant Program

Grant Overview:

The competitive Oregon CLSD grant provides $55 million in federal grant-in-aid over four years to support districts in improving literacy outcomes for Oregon’s most underserved children, from birth through 12th grade.

Oregon’s CLSD grant is designed to strengthen educator capacity and expand the use of high-quality, evidence-based literacy practices in our highest-need schools. Through the intentional alignment and statewide coordination with the Early Literacy Success Initiative, Oregon aims to build a strong foundation for literacy and ensure every child has the opportunity to thrive.

The 2025-29 RFA for CLSD is now closed.

The 2025-29 CLSD RFA was open from May 5th to June 30th, 2025. Districts that have received confirmation that their application will move forward to scoring can expect to receive the results of the scoring process in late July or early August. For those awarded funding, grant agreements are anticipated to be sent out in late August or early September.

Announcement, August 19, 2025: 30 school districts across Oregon have been selected as recipients of Oregon’s 2025-29 Comprehensive Literacy State Development (CLSD) federal grant.

Applicati​on Materials

  • ​​All application resources—including the RFA, application, FAQ, webinar registration, and instructions for submitting—can be found on the Oregon CLSD Federal Competitive Grant Portal.
  • Applications must be submitted via the Grant Portal no later than June 30th, 2025 at 11:59 PM PT.
  • If possible, we encourage applicants to submit by Friday, June 27, 2025, to allow time for technical screenings and notification of application completion status. This gives applicants the opportunity to review their 2025-29 CLSD submission and resubmit on the Oregon CLSD Federal Competitive Grant Portal before the window closes. Revisions will not be accepted after the June 30th deadline. 
  • ODE is also releasing a short Intent to Apply form. While the form is voluntary, submissions will assist ODE in ensuring sufficient resources for the review of applications. ​

    • ​Note: Updated June 11, 2025. ODE identified a technical error for some applicants that causes some fields to show as incomplete. This technical error appears to be related to differences in Excel versions. To help with this:

    1. Please make sure you're using the most up-to-date version of the application template (linked above).

    2. Take a moment to double-check that all sections are complete.

  • If the issue persists and the district has confirmed the sections are complete, the district may submit the application as is. ODE will carefully review each application during our technical screening, and no application will be rejected because of this technical issue. ODE has modified the application template to accommodate multiple versions of excel in use by various districts​
