State of Oregon Language Use Survey

Purpose of the Language Use Survey

The purpose of the Language Use Survey is to help the school determine if students should be screened for English language proficiency. Screening results determine if students are designated as English learners, and provided with English language development services.

Title III of the Elementary and Secondary Education Act (ESEA), from the United States Department of Education, focuses on supports for English learners and immigrant students. The Oregon Department of Education’s implementation of Title III, must include a standardized statewide procedure for how a student enters and exits Federally defined English learner status. The Oregon Language Use Survey is part of the entry process, as it determines which students will be screened for English language proficiency via the English Language Proficiency Assessment (ELPA) screener. The ELPA screener determines English learner program designations and proficiency levels.

The State of Oregon honors the languages and cultures of its people and encourages the revitalization and preservation of Indigenous languages and multilingualism.
