Comprehensive School Counseling

In accordance with Oregon Revised Statute (ORS) 329.603 and Oregon Administrative rule (OAR) 581-022-2060, every district and school are required to provide a comprehensive school counseling program aligned to the most current State Board-adopted Oregon's Framework for Comprehensive School Couseling Programs. The Oregon's Framework for Comprehensive School Counseling Porgrams establishes a vision where every student is supported by a comprehensive school counselig program that is intentional, proactive, preventative, and responsive to every student's needs across the three student developmental domains: social and emotional learning, academic, and career.

In 2018, OAR 581-022-2030 was updated to include the State board-adopted content standards for Comprehensive School Counseling. The Oregon Comprehensive School Counseling Student Standards articulate a clear and coherent set of expectations for the knowledge, skills and practices that students develop throughout their education. Grounded in research and shaped by community input, the standards emphasize the mindsets and behaviors that support academic success, college and career readiness, and social and emotional development.

The framework and standards reflect Oregon's commitment to equity, excellence, and access for every student and serve as the foundation for programming, instruciton, assessment, and high-quality instructional materials selection and implementation.

Oregon’s Framework for Comprehensive School Counseling Programs, Third Edition (Adopted 2026)​
Oregon's Framewo​rk for Comprehensive School Counseling Programs provides a coherent guide to support districts and schools to develop, implement, assess, and improve their programs, linking district improvement efforts with program goals and components to support the growth and development of each and every student in Oregon.

Oregon’s comprehensive school counseling programs address three student developmental domains of: social/emotional, academic, and career. These domains promote the knowledge, attitudes, and skills that enhance the learning process and create a culture of college, career, and life readiness for every student.

    The Career College Collaborative (C3) provides resources aligned to Oregon’s Content Standards and Diploma Requirements. They work to mobilize counseling staff, building administrators, and youth advisors through regional and statewide convenings, networking, professional learning, and resources to accelerate Oregon's progress toward high school graduation and postsecondary completion.

    Provides information on how comprehensive school counseling programs can deliver services through a Multi-Tiered and multi-domain system of support. ​

Learning Modules

  • Audience: Those who oversee and/or are responsible for Comprehensive School Counseling Programs. A district may designate a person from the school-level, such as a lead counselor or administrator, if there is no district-level representati​​ve. These meetings also include ESDs, state associations, and pre-service preparation program leads.
  • Purpose: These meetings are to learn about CSCP or related updates, information, resources, and to connect districts to each other on problems of practice for alignment, resources, and thought-partnering. The updates and resources shared during the meetings are to be disseminated to and/or support those who implement comprehensive school counseling programs.
  • Meets: Monthly on the First Thursday from 8:30-10:00 a.m.
