EI/ECSE State Performance Reports



​Each year, after reviewing Oregon’s Early Intervention Performance Report, the Office of Special Education Programs (OSEP) issues an official performance determination for the state’s Early Intervention system. This determination reflects how well the state is meeting federal requirements under IDEA and informs ongoing monitoring, support, and improvement efforts. 




​Each EI/ECSE Service Area across the state receives an annual determination letter that identifies its performance level based on IDEA requirements and state monitoring data. These determinations reflect the extent to which the Service Area meets compliance and results expectations and help guide support, oversight, and improvement efforts. 

Determination Levels: 
  • Meets Requirements – The Service Area is in substantial compliance with IDEA and state requirements, with no significant areas of concern.  
  • Needs Assistance – The Service Area has one or more areas requiring targeted support or improvement.  
  • Needs Intervention – The Service Area demonstrates more significant or persistent areas of noncompliance or low performance that require intensive support and oversight.  
  • Needs Substantial Intervention – The Service Area has critical or systemic issues requiring immediate and significant state involvement and corrective action.

Grounded in requirements from the Individuals with Disabilities Education Act (IDEA) and guidance from the Office of Special Education Programs (OSEP), this resource explains how determination levels are assigned and how they connect to differentiated support, accountability, and enforcement. ​
