ELP Standards, developed for K,1, 2-3, 4- 5, 6-8, and 9-12 grades, highlight and amplify the critical language, knowledge about language, and skills using language that are in college-and-career-ready standards and that are necessary for English language learners (ELLs) to be successful in schools.
In the fall of 2013, the Oregon Department of Education received the final draft of the new English Language Proficiency (ELP) standards from the Council of Chief State School Officers (CCSSO) and WestEd. The new ELP standards were approved by the State Board of Education in October 2013. To support professional learning for the adoption of and alignment to the new ELP Standards, the Education Equity Unit presented a non-competitive grant opportunity to the State Board of Education. This grant opportunity was made possible by the Strategic Initiatives approved in HB 3233. The State Board of Education approved this plan to develop teams of district-level leaders to deliver professional learning in 34 school districts with large concentrations of English Learners.
The ODE Office of Equity, Diversity and Inclusion, Equity Team is working with district teams in a strand of workshops dedicated to the new ELP Standards within the Professional Learning Teams Conferences. One feature component of the Equity Team's Professional Learning Plan is a Massive Open Online Course offered in collaboration with Stanford University’s Understanding Language and Oregon State University. This course, “Supporting English Language Learners Under New Standards,” supports teachers in aligning their instruction to the new standards through classroom-based action research. This course was held October 1, 2014.
ELPA21, the new assessment that will be aligned to the new ELP standards, is anticipated to replace the Oregon ELPA in the 2015-2016 school year.
