Current and Upcoming Windows for Affected LEAs and Tribal Consultation
Current - October 1, 2024 - SEA-Administered Federal Title Programs
- Affected LEA's for application for SY24-25 funding can be found in Column K of this document -
Oregon FY 2023-2023 Awardees
- Section 8538 requires affected local educational agencies (LEAs) to consult with Indian tribes located in the area served by the LEA, prior to submitting a plan or application for covered programs. This requirement is designed "to ensure timely and meaningful consultation on issues affecting American Indian and Alaska Native students." The consultation must be done "in a manner and in such a time that provides the opportunity for such appropriate officials from Indian tribes to meaningfully and substantively contribute" to plans under covered programs.
- SEA-Administered Federal Title Programs are Title 1 - Part A, Title I - Part C, Title I - Part D, Title II - Part A, Title III - Part A, Title IV - Part A, Title IV - Part B, & Title V - Part B. LEAs, ESDs, and tribes can find out more information on these programs on pages 15-23 of the Tribal Consultation toolkit. All preliminary ESEA 2024-2025 allocations can be found on the ODE ESEA Allocations page.
- District Leadership should use, at a minimum, the Tribal Consultation Worksheet and the Alignment Rubric to prepare specifically for Tribal Consultation for these covered programs, including preparation to share out with tribes on the following questions -
-
HOW DO THESE COVERED PROGRAMS IMPACT AI/AN AND TRIBALLY AFFILIATED STUDENTS SPECIFICALLY?
-
WHAT DATA IS PERTINENT TO GATHER AND SHARE FOR THESE COVERED PROGRAMS?
-
SOME OF THESE COVERED PROGRAMS REQUIRE A NEEDS ASSESSMENT, LIKE FOR TITLE I-A AS ONE EXAMPLE. WHAT ARE THE FINDINGS RELATED TO AI/AN?
-
IN WHAT WAYS WILL THE FUNDING ALLOCATIONS BE UTILIZED FOR THE VARIOUS PROGRAMS?
-
WHAT WILL A SUCCESSFUL CONSULTATION LOOK LIKE? WHAT QUESTIONS DO YOU HAVE FOR THE TRIBE(S)?
Current - April 2025 - Integrated Guidance Application
