The Montague Wind Power Facility is an approved 404 MW wind and solar electric generating facility, to be developed in two phases, Phase 1 and Phase 2. Phase 1 commenced commercial operation in October 2019 and consists of 56 wind turbines, with a capacity of 201 megawatt (MW). Phase 2, as approved, includes up to 81 wind turbines and up to 1,189 acres of solar photovoltaic energy generation equipment, with a capacity totaling 203 MW. The Montague Wind Power Facility site boundary includes approximately 47,056 acres.
Review/Operating: Phase 1 commenced commercial operation in October 2019.
Construction of Phase 2 must begin before August 30, 2022.
On May 29, 2020, the Department received a complete Request for Amendment 5 of
the Montague Wind Power Facility site certificate (RFA5). RFA5 seeks Council
approval for the following site certificate changes: reduction in site boundary
area from 47,056 to 42,946 acres; expansion of solar micrositing corridor area
from 1,189 to 2,725 acres; construction and operation of a new switching
station; removal of site certificate Condition 89(a); splitting of the existing
site certificate into three new site certificates for facilities to be named
Montague Wind, Montague Solar, and Oregon Trail Solar; and, transfer of site
certificates for Montague Solar and Oregon Trail Solar to new limited liability
companies, Montague Solar, LLC and Oregon Trail Solar, LLC, wholly owned
subsidiaries of the current certificate holder owner, Avangrid Renewables, LLC.

On June 26, 2020, the Department issued
a Draft Proposed Order on RFA5 (DPO), initiating a 27-day comment period on the
DPO and complete RFA5. On the same day, the Department issued Public Notice of
a DPO Public Hearing, to be held at 5:30 p.m. on Thursday, July 23, 2020 at the
Veteran’s Memorial Hall in Condon, Oregon. Please submit written comments on
the DPO and RFA5 to Sarah Esterson prior to the close of the record on July 23,
