Montague Wind Power Facility is approved to be wind energy facility with up to 262 wind turbines and would generate approximately 404 megawatts, located within a site boundary of approximately 33,717 acres.
Under Review/Approved: The facility has not been built. Construction of the facility began before the September 14, 2017 deadline and must be completed by September 14, 2020.

On March 14, 2019, the Department received a second Amendment Determination Request (ADR2) from Montague, requesting the ability to utilize a temporary crane path outside of the Phase 1 site boundary. Montague then submitted a revised ADR request on April 25, 2019. As proposed, 4.4 miles out of the 5.1 mile long proposed route are located outside of the approved site boundary, but will predominantly be confined to Category 6 dryland wheat farmland. In accordance with OAR 345-027-0057, the Department evaluated the ADR2 and made a written determination that the proposed changes would not require a site certificate amendment.

On January 9, 2018, the Department received preliminary Request for Amendment 4 (pAMD4) of the Montague Wind Power Facility Site Certificate. In accordance with the requirements for Type A review, The Department determined that the pRFA was incomplete, and that additional information was necessa
ry in order for the Department to complete its evaluation of the pRFA and prepare the draft proposed order. On December 24, 2018, the Department received a revised pRFA, which incorporates information request responses and amends the turbine model option proposed in Design Scenario B. On January 15, 2019, the Department determined that the Request for Amendment No. 4 was complete. On April 5, 2019, the Department issued its Draft Proposed Order on Request for Amendment 4 and its Notice of Draft Proposed Order. The Department will hold a public hearing on the Draft Proposed Order on Amendment 4 as described below. On April 8, 2019, the Department reposted the Draft Proposed Order on Amendment 4, administratively correcting Attachment E, and rearranging Attachments G and H to their appropriate locations.

The complete RFA4 requests Council’s approval for the following primary components: expansion of the site boundary to encompass an additional 13,339 acres; wind turbine relocation and turbine model option modifications; the addition of both a solar array and battery storage system to the proposed expanded site boundary, and construction deadline extensions.
