Facilities

The Montague Wind Power Facility is an approved 404 MW wind and solar electric generating facility, to be developed in two phases, Phase 1 and Phase 2. Phase 1 commenced commercial operation in October 2019 and consists of 56 wind turbines, with a capacity of  201 megawatt (MW). Phase 2, as approved, includes up to 81 wind turbines and up to 1,189 acres of solar photovoltaic energy generation equipment, with a capacity totaling 203 MW. The Montague Wind Power Facility site boundary includes approximately 47,056 acres.
Under Review/Operating: Phase 1 commenced commercial operation in October 2019. Construction of Phase 2 must begin before August 30, 2022.

On May 29, 2020, the Department received a complete Request for Amendment 5 of the Montague Wind Power Facility site certificate (RFA5). RFA5 seeks Council approval for the following site certificate changes: reduction in site boundary area from 47,056 to 42,946 acres; expansion of solar micrositing corridor area from 1,189 to 2,725 acres; construction and operation of a new switching station; removal of site certificate Condition 89(a); splitting of the existing site certificate into three new site certificates for facilities to be named Montague Wind, Montague Solar, and Oregon Trail Solar; and, transfer of site certificates for Montague Solar and Oregon Trail Solar to new limited liability companies, Montague Solar, LLC and Oregon Trail Solar, LLC, wholly owned subsidiaries of the current certificate holder owner, Avangrid Renewables, LLC. On June 26, 2020, the Department issued a Draft Proposed Order on RFA5 (DPO), initiating a 27-day comment period on the DPO and complete RFA5. The Department conducted a public hearing on the Draft Proposed Order on Thursday, July 23, 2020 via webinar and in-person at the Veteran's Memorial Hall in Condon, Oregon. Council reviewed the Draft Proposed Order on July 24, 2020; the Department issued the Proposed Order, Notice of Proposed Order and Notice of an Opportunity to Request a Contested Case Proceeding on the Proposed Order on July 30, 2020. Written requests for a contested case must be received by the Department on August 31, 2020 at 5:00 p.m. Pacific Standard Time.
