Educator Effectiveness Toolkit - Examples from Oregon Districts

The materials on this page are working documents from Oregon school districts. They are provided as examples for districts as they work to revise and refine their evaluation and support systems. This page will be updated periodically as more materials become available.

Student Learning and Growth Goals

    • Beginning of Year Goal Setting Form

      Purpose: Conduct a collaborative conversation between teachers and administrators about the SLGs and PPG selected for this school year. This should include a review of context and data, as well as proposed strategies and supports needed.

    • Mid-Year Conference Tool

      Purpose: Conduct a collaborative conversation between teachers and administrators about progress toward the SLGs and PPG selected for this school year. This should include a review of student progress, as well as potential adjustments to strategies and supports needed.

    • End of Year Conference Tool

      Purpose: Conduct a collaborative conversation between teachers and administrators about the final results of SLGs and PPG selected for this school year. This should include a discussion of the goals, outcomes, effectiveness of strategies, new learning, and modifications for the future.

Observation and Evidence

  • Administrator Rubrics
    • Non-building Administrator Rubric (Lebanon SD)

      The domains and standards apply to administrators that are not assigned to school buildings. These employees are in management positions throughout the district. Though these standards could apply to any leader, they are specifically written for non-building administrators.

      This tool developed by the Salem-Keizer School District is designed to be used during an observation of a principal conducting a staff meeting.

    • Post-Observation Conference Tool

      This document, developed by several Oregon school districts, is designed to be used during an observation of a principal conducting a post-observation conference with a teacher.

Models of District Evaluation Systems

The example handbooks below are provided as districts continue to revise their evaluation systems and materials. These materials represent district implementation efforts over the 2014-15 school year and may currently be under revision to ensure alignment with the latest requirements. ODE does not endorse any particular model.
