Opioid Overdose Information and Resources


Opioid Overdose Requirements for Schools 


Opioid overdoses pose a serious risk to Oregon students. Per ORS 339.869 and OAR 581-021-0037 all school districts must provide information related to opioid antagonists (naloxone) to the parent or guardian of each minor student. The information provided must at a minimum include: 

  • A description of short-acting opioid antagonists and their purpose; 
  • A statement regarding, in an emergency situation, the risks of administering to an individual a short-acting opioid antagonist and the risks of not administering to an individual a short-acting opioid antagonist; 
  • A statement identifying which schools in the district, if any, will have short-acting opioid antagonists, and the necessary medical supplies to administer short-acting opioid antagonists, on site and available for emergency situations; and 
  • A statement that a representative of a district may administer to a student a short-acting opioid antagonist in an emergency if the student appears to be unconscious and experiencing an opioid overdose. 


 

Oregon Resources for School Overdose Response
As part of their Comprehensive Substance Use Prevention Plans, districts are required to develop policies and procedures related to substance use intervention and referral, including response protocols for substance-related medical emergencies.  

 

Fentanyl Toolkit for Schools: This toolkit was developed by the Oregon Health Authority, Oregon Department of Education and Alcohol and Drug Policy Commission to support prevention and emergency response efforts related to opioid use. It provides Oregon school districts with information about fentanyl in Oregon, resources for prevention education, and guidance for school policies and protocols. 

 

Developing a Policy and Protocol to Rapidly Reverse Opioid Overdose: This resource complements the Fentanyl & Opioid Response Toolkit for Schools by providing guidance for school districts to adopt policies for staff to administer opioid overdose reversal medications. 

 

Naloxone OHA School Training Guidance​: This guidance is intended to clarify Oregon Health Authority (OHA) recommendations for training school staff on opioid overdose response and naloxone/Narcan administration in school settings.
