- Standards Development: A content standards panel develops an initial draft, followed by public feedback.
- Standards Revision & Adoption: Feedback is incorporated, a second round of public input is gathered, and final standards are presented to the State Board of Education (SBE) for adoption.
- HQIM Criteria Development: An Instructional Materials Criteria Committee develops evaluation criteria aligned to standards, which are presented to the SBE for adoption.
- HQIM Evaluation & Adoption: Instructional materials are evaluated using the adopted criteria and content standards. The SBE adopts an approved list, and districts begin local adoption processes.
- Implementation Support: ODE provides technical assistance and professional learning to support implementation.
- Continuous Improvement & Alignment: ODE facilitates leadership networks and gathers implementation feedback to strengthen alignment, resources, and support.
- Monitoring & Coordination: ODE monitors implementation, verifies district postponement requests, and coordinates ongoing support for instructional materials adoption and use.
Content Standards & High-Quality Instructional Materials Adoption Schedule
The State Board of Education maintains a statewide schedule for adopting HQIM. Following standards revisions, the state supports districts in reviewing, selecting, and implementing aligned materials, while districts make final adoption decisions based on local needs.
The 2026-2035 proposed adoption schedule is scheduled to go before the State Board for a first read in September, followed by a second read and potential adoption in October 2026.
The schedule may be adjusted based on research, national trends, and state priorities. While the state coordinates HQIM adoption for select content areas, The Arts, World Languages, Physical Education (PE), Personal Financial Education (PFE), and Higher Education & Career Path Skills (HECPS) will be supported through standards review, development of HQIM criteria, and guidance. Instructional materials in these content areas will be adopted locally by districts through independent processes.
Transformative SEL and Comprehensive School Counseling Standards are updated periodically. Because they are connected to frameworks and to be used across different contexts, are developmental (not tied to specific grades), and are not credit-bearing, they are integrated within content-area HQIM and do not require a separate, independent adoption process.
