Oregon’s content standards set clear expectations for what all students should know and be able to do at each grade level or course. They provide a shared foundation for equitable, high-quality instruction by defining common learning goals and supporting educators in delivering meaningful, grade-level learning experiences for every student.
Content standards and high-quality instructional materials (HQIM) work together to support strong teaching and learning. Standards define the learning expectations, while HQIM provide the tools and resources educators use to deliver them. To support learning environments where every student feels valued, connected, and a sense of belonging, the
Transformative SEL Standards and
Tribal History/Shared History curriculum are integrated throughout Oregon’s educational experience. These cross-cutting areas elevate student voice and identity, promote strengths-based instruction, and ensure that the histories, cultures, contributions, and sovereignty of Oregon’s nine federally recognized Tribal Nations are taught accurately and with integrity.
The State Board of Education adopts content standards in accordance with
ORS 329.045. Standards are regularly reviewed and revised to reflect evolving educational priorities, and school districts are required to provide instruction aligned to the standards.
- Oregon has recently updated its content standards using a consistent, streamlined template to improve clarity, usability, and coherence across content standards. While the content itself remains unchanged, the revised format makes the standards easier to navigate, interpret, and implement in practice.
- In June 2026, the State Board of Education adopted the K-12
English Language Arts and Literacy Standards, which represent K-12 learning expectations for students in English Language Arts and are to be implemented during the 2028-29 school year.
- Oregon is monitoring updates to the National Arts Standards. The National Coalition for Arts Standards (NCAS) has launched a comprehensive review and data-collection process to revise the standards, with a focus on equity, inclusion, and modern educational needs.
