Physical Education in Oregon

Physical education (PE) is an essential component of a well-rounded education, supporting students’ academic success and overall health and well-being. Oregon’s physical education program is grounded in standards, legislation, and guidance that ensure all students have equitable access to high-quality physical education.

This page provides information on Oregon’s physical education requirements, instructional time expectations, access to PEEK-8 grants, and resources to support implementation. It also includes guidance related to student safety, health, and well-being in physical education and school-based athletics.

The Oregon Department of Education (ODE) anticipates the continuation of Physical Education Expansion K–8 (PEEK-8) grant funding for the 2027–2029 biennium, pending legislative approval.

Information about the next PEEK-8 grant cycle, including timelines and application details, will be shared as it becomes available. We encourage districts and partners to begin planning for continued implementation and expansion efforts.

  • ​​OAR 581-021-0200 Standard Education for Oregon Students: A Standard Education for Oregon students includes common knowledge and skills associated with physical education.​
  • ORS 329.498 Data Related to Physical Education: The Or​egon Department of Education will collect data on school districts regarding the amount of PE minutes provided to students per week, the capacity of schools to provide those minutes, and additional facilities required by schools to provide those minutes.   • ORS 329.499 Report to Legis​lative Assembly on Physical Education: The Oregon Department of Education will report to the Legislative Assembly on the data collected under ORS 329.498 the previous two school years. Legislative Reports from previous years can be accessed under Reporting.​
  • OAR 581-022-2265 Report on Physical Education Data: The Oregon Department of Education will collect data on school districts regarding the amount of minutes provided to students per week, the capacity of schools to provide those minutes, and additional ​​facilities required by schools to provide those minutes.   • ORS 329.504 Funding for Programs that Link Physical Activity and Academic Achievement: The Oregon Department of Education will seek private and public funding for programs that link physical activity and academic achievement, along with providing school districts information about funding opportunities that are directly available to schools and school districts for programs that link physical activity and academic achievement.​​

  • House Bill 3199​ During the 2023 legislative session House Bill 3199 amended ORS 329.496 Physical Education Requirements, and ORS 329.498 Data related to physical education data reporting requirements, effective July 1, 2023. ​While the minutes requirements were reduced for grades 6-8 (average of 150 minutes per week over the school year), the K-5 requirements remain unchanged (150 minutes per week for the entire school year).​

Physical Education Instructional Time Requirements

Oregon’s instructional time requirements for physical education were established in 2007 to ensure equitable access to PE and the benefits of quality physical activity experiences for all students. In 2017, the requirements were revised to include a phase-in period, with full implementation for grades K–8 beginning in the 2022–23 school year.

School districts and public charter schools must provide physical education instruction that:

  • Meets the Oregon K-12 Physical Education Standards for physical education adopted by the State Board of Education under ORS 329.045.
  • Is a sequential, developmentally appropriate curriculum designed, implemented, and evaluated to help students develop knowledge, motor skills, attitudes, and confidence needed to maintain a physically active lifestyle.
  • Devotes at least 50 percent of physical education class time each week to actual physical activity, with as much time as possible spent in moderate physical activity.

  • 150 minutes of physical education per week
  • Provided every week throughout the school year
  • Instruction may be provided by licensed physical education teachers and/or Multiple Subject endorsed elementary teachers ​

Sc​enario 1: Licensed PE teacher serves all students for 150 min/week for entire school year

  • Instruction is aligned to Oregon’s PE standards
  • Delivered as part of a sequential, developmentally appropriate curriculum

Scenario 2: Classroom teachers serve all students for 150 min/week for the entire school year

  • Instruction is aligned to Oregon’s PE standards
  • Delivered as part of a sequential, developmentally appropriate curriculum
  • Classroom teachers engage in PE professional development and utilize state-adopted, standard-aligned materials to ensure students meet PE outcomes.

Scenario 3: Maximize time with a Licensed PE Teacher and combine with PE instruction by classroom teachers for a total of 150 min/week for the entire school year

  • ​PE instruction p​rovided by multiple-subject endorsed teachers in this scenario may incorporate classroom based programs (e.g. BEPA 2.0), as long as the activities:
    • are aligned to Oregon’s PE standards; and
    • have been reviewed by a licensed teacher with a PE endorsement
  • Recommended: Licensed PE teacher works with classroom teachers to align to PE scope and sequence

  • An average of 150 minutes of physical education per week
  • Calculated over the duration of the school year
  • Instruction must be provided by licensed physical education teachers​​​​​

Formula for ca​lculating average number of minutes per week over the entire school year for grades 6-8: Number of PE minutes per week x number of weeks students are required to participate in PE divided by the total number of weeks in the school year = average number of PE minutes all students participate in PE.

Scenario 1: PE All Year Long

  • 45 minute classes x 5 days/week = 225 minutes per week
  • 50 minute classes x 3 days/week = 150 minutes per week

Scenario 2: PE for 2 out of 3 Trimesters

  • 50 minutes x 5 days = 250 minutes x 24 weeks = 6,000 divided by 36 weeks in the school year = 167 average minutes per week

Scenario 3: PE for 3 out of 4 Quarters

  • ​​​45 minutes x 5 days = 225 x 27 weeks = 6,075 divided by 36 = 169 average minutes per week

Physical Education Expansion K-8 (PEEK-8) Grants

Professional development and staffing are essential to ensuring all students have access to high-quality physical education. The Physical Education Expansion K–8 (PEEK-8) grants provide targeted funding to support schools and districts in meeting instructional requirements and strengthening physical education across grades K–8.

These grants support full implementation of Oregon’s physical education instructional time requirements:

  • Grades K–5: 150 minutes per week throughout the school year
  • Grades 6–8: An average of 150 minutes per week over the school year

Established by the Oregon Legislature (ORS 329.501), PEEK-8 grants support both educator capacity and access to licensed physical education teachers.

Provides funding to support the hiring of licensed physical education teachers. This grant helps districts expand access to qualified educators and meet physical education instructional requirements. Teacher Hire Peek-8 Grant Application 2025-2027​

Provides funding to support evidence-based professional learning for educators who are not specifically endorsed in physical education.   • ​Oregon Safe Routes to School: offers grant programs and workshops in an effort to improve, educate, and encourage children to safely walk (by foot or mobility device) or bike to school. Grant programs are available for reducing barriers and hazards for children going to school, fix urgent needs, and project identification.
  • Providence Health and Services provides funding to community partners in support of creating healthier communities. Opportunities are available for event sponsorships, program support, and grants.

Physical Education Report to Assembly

In accordance with ORS 329.499 and OAR 581-022-2265, the Oregon Department of Education (ODE) reports to the Legislative Assembly on physical education (PE) data collected from school districts over the previous two school years. This report includes information on the number of instructional minutes provided to students each week, schools’ capacity to meet required PE minutes, and identified facility needs to support full implementation.

These reports help inform statewide efforts to ensure equitable access to high-quality physical education for all students.
