ESEA Federal Monitoring

Federal Monitoring

The Oregon Department of Education and Federal Systems Team strive to build collaborative partnerships with districts through the implementation of federal grant programs. The monitoring of federal grant programs allows the Oregon Department of Education and districts to collaborate while providing equitable education to all students and ensuring accountability. District Notification 

Tier 1: Universal Monitoring Cohort 

  • This is a list of all districts selected for Tier 1 monitoring in the 2026-27 monitoring cycle. Each participating district will receive an official notification letter with monitoring requirements, timelines, and next steps.

Universal Monitoring Tool (UMT) 
  • All districts selected for Tier 1 monitoring complete the UMT to develop a shared understanding of the district’s current practices relative to ESEA requirements. Districts will answer yes/no question, provide narrative responses and upload documentation to determine compliance. The UMT Template is a tool that districts can complete as a team to review their programs and record their responses prior to completing the UMT online through a Microsoft Form. Once the district has submitted the UMT, the ODE will review, score and determine compliance for the district’s responses and submissions. These scores, along with other general risk factors, will determine what districts will be advanced to Tier 2 or Tier 3 monitoring. Districts who did not demonstrate compliance in their submitted documentation will be notified via email. 

Submission List 

  • This is a list describing the documents the district must be prepared to submit as evidence for each program being monitored for each tier of monitoring.

Requirements & Documention Guide 

  • The Requirements and Documentation Guide (formerly the Organizational Tool) includes information on all the requirements within ESEA for which districts are responsible. This tool serves as a reference for districts regarding what documentation should be maintained at the local level. 

For each title program, there are: 

    • A description of the ESEA indicators, 
    • Citation(s) to ESEA law, 
    • The supporting documentation that should be maintained by the district, some of which is submitted as part of monitoring

ESEA Monitoring Risk Assessments

  • Federal Uniform Grant Guidance requires districts to be monitored based on a risk assessment that measures student achievement data, fiscal information, and a variety of factors that suggest a district may need additional support. The ESEA Monitoring Team assesses risk using Universal Monitoring Tool responses and submissions and the general risk assessment.
